This was done with several layers.
I separated the flower from the background and duplicated it twice for 3 layers

1-Edges, soft light 75%
2-No Filter, soft light
3-Imp. damp translucent settings:
Background-image
brush-64
coverage-96
pressure-163

Background:
Duplicated original for 2 layers.
1-desaturate, overlay
2-Gaussian blur heavily
Merge
Apply Impressionist with the same settings as above...
