If I interpreted the instructions Judith posted correctly I opened an image and made a duplicate layer. The background (bottom) layer had gaussian blur applied to it. The duplicate layer was set to Multiply blend mode. I found the image got very dark and had to make a levels adjustment (could have been curves) to lighten it. (I moved the middle slider to the left). I applied a slight darkening vignette to the outside edge. Made a rectangular selection feathered 30 pixels very close to the edge, inverted the selection and then darkened that area by moving the middle levels slider to darken it.
