Whattayaknow? You can also add a note in Elements; here's how I did it.

Opened the original image and increased the canvas size to accommodate the pink border and canvas texture with filter/texture/texturizer/canvas/50/light from top left).

Made a new blank layer by clicking on the new layer icon at the bottom of the layers palette.

Next used the rectangular section tool to draw a rectangle for the "note". Next I chose pink (clicked on the foreground color in the tool palette to choose) to fill the rectangle and used the fill tool to fill the rectangle.

Next held down the control key and hit the letter T. When I moved the mouse to a corner of the rectangle, left clicked and dragged to rotate it. Next clicked on Layer Styles and chose Drop Shadow and Soft Edge...and the drop shadow appeared. To fine tune the shadow I clicked on the styles icon on that layer which opened up the settings box for the layer style.

Made a new layer and clicked on the Text tool. I left the font where it was...it could be any font you want. Chose the color for the font by clicking on the color box at the top in the options bar. Played with the size of the text and placement and then hit Control-T and dragged to rotate the text to match the angle of the rectangle.

Chose a color for the bow. Made a new layer and clicked on the shape tool (4th icon down at the left of the tool palette). Went to the options bar on top and clicked on the down arrow next to the shape icon and then the right facing arrow and then clicked on objects and scrolled to the bow. Placed the mouse on the rectangle and "drew" the bow by left clicking and drawing a box. Rotated the bow with the Control-T drag the corner method. Used Layer Styles/Bevel to give dimension to the bow.

Made another new blank layer for the text and chose a new foreground color for it by clicking in the text color box in the options bar at the top of the page. Rotated the text as other elements above.

I haven't put every step in above, but I think you have enough to play with to figure this out!
