Open an image. Press F for full screen mode. (You can move picture around by holding down the spacebar, clicking and dragging.)
Change your background color to white
Select your entire image with the crop tool and pull on the boxes to enlarge the canvas area.

Load the brush you want. Change the foreground color to white -- play with the opacity and flow and paint around the edge.

Recrop.
