It looks to be a Least Sandpiper...Least are not that much smaller then Semi.Sands...The legs are lighter in color(best field mark to look for)....The bird is also more brown in color. Semi.Sands are more gray on top. Also the bill should be maybe little thin and curved at the end a little more then this one.

I would agree. It doesn't look "chunky" enough to be a SemiP. Your biggest clue would be size. I can't tell from the pic how big the bird is but if it looked to be smaller than anything else, it's probably a Least.
SemiPs are about half the size of a Killdeer. Least is substantially smaller than that.
