(Had to reach back for this one.) Took this at early morning footrace along the Anacostia River. It was a team race in which each team had to be captained by a member of Congress, federal agency head, judge, on-air media personality, or print journalist. All other team members must be on staff of the captain. This guy was on the Navy team (duh!).
