It's the ice buildup that happens with really cold temperatures and strong winds driving onshore. The freezing spray builds up layer by layer. If there's a cold lull in the wind and then it builds again, another ridge may form further out after a flat freeze.

Looks cold - what is the ridge of ice/ snow running along a diagnol in the centre of the image?
