Both Buenos Aires and Montevideo have people who go through the trash looking for almost anything of value. They are known as cartoneros. In Uruguay it seemed that many were out during the day and that they often used these horse-drawn wagons.(In B.A. the trash went out only in the evenings, partly because the cartoneros whold rip the bags open and leave the streets a mess. Later at night the streets were cleaned by municipal workers and by morning they were mostly clean enough, though certainly not spotless.)
