Tokyo is divided into a set of 23 wards, called 'ku'. The Tokyo Metropolitan Government offices are located in Shinjuku-ku -- actually across the street from our hotel. The offices stretch upward 48 stories, and there is an observation deck (free) at the top where I'm told you get a great view of Tokyo. (I never made it there, however.)
