If you want to see Polar Bear in Europe or the Western Pal Svalbard is still the 'go to' place. For photographers however the Governor / Boss Lady of all things Svalbard has introduced new working codes of practice that manage the behaviour of tourist companies especially surrounding Polar Bears. Obviously with the death of a bear last year this is a good thing. Unless one approaches you or your boat you are unlikely to get close-up shots of them as you are now not allowed to approach them, to within 150 meters I think it was, and maybe Canada or Greenland is a better option for your lens. I went with Dutch Company Oceanwide and they take the rules really seriously, there are some Pirate ships operating out Svalbard who will bend the new rules, we saw one allowing a drone to be flown over a different bear, but getting close on bears with the big tourist companies is going to be the exception rather than the rule.
