The "flying suacer" on top is the restaurant L'Astral. The food wasn't bad, but the biggest deal about it is the view. The area where the tables are revolve around the restaurant every hour and a half, which means you should get to see all 360 degrees during dinner. The skyline in this part of the city is pretty low so the view is mostly unobstructed. You can see a lot of the city from up there.
I found a web site - http://www.telegraphe.com/quebec/restaurants/colline/indexen.html - that says the restaurant is 540 feet up but I would have only guessed half that high. You still get a great view of the city and surrounding area though.
