"Picture can win" means - the picture can profit from ... can become better ... if you apply gradient filter to the sky (means - darken the sky). What about "win the challenge" - I doubt this, for me the picture is not wet and therefore not on topic. But who knows, we have already seen that off-topic pictures were high voted. Anyway - this is a very nice picture with good composition and gentle colors.

Beautiful blues - not sure why you'd want to darken the sky as it is perfectly reflected in the canal. Penny Street

I think you can tell the story that you fell into channel (St. Helens) shooting this picture. So even the lanscape is not very wet here but the artist was! Debi will believe you. She has great heart!
I think this wonderful picture can win if you add a gradient filter to the sky to dark it a bit.

Thanks. The piccy would reflect a title of "water" rather than "wet wt wet" but as you said, I've not been here for a while & needed to photo something at least semi-appropriate to get the ball rolling
