I believe this is Eutreta noveboracensis, a member of Fruit Flies (Family Tephritidae) based on iNaturalist's suggested ID. Approximately 1 cm long.

It certainly looks like Eutreta noveboracensis, and your shot is outstanding. I can't get over the eyes... what a photo!! It proves that when we see insects up close like this we can see how beautiful and unique they are, not just little brown jobs to get rid of! VV
