Mystery solved! Sorry to ruin your excuse. I can think of a bunch of OTHER reasons why you need the 20D over the 300D (Digital Rebel), though. --Olaf.dk

Did some test shots tonight. Now that I know what to look for, I can see the ring pattern through the viewfinder. Also, removing the filter removes the effect. So I don't get to keep this as an excuse to buy a 20D. ;)

Like the shot. That interference pattern is really strange. Was anyone pointing a laser in your camera?

Seriously, I do plan to try without the filter, but I have to say I like the effect in this image. Without the rings, I'd have never considered entering it. I may even do some PS work to emhpasize them more.

Yes, I keep a UV or skylight filter on each of my lenses. I hope it's not the camera... then I'd have to break down and buy a 20D. ;)

Kind of looks like Newtons Rings - an optical phenonemon, which can happen when you have several layers of glass close to each other - did you use a filter on your lenses when you got this effect? --Olaf.dk

I thought it might be the lens, but have seen nothing similar in other photos with this lens. And, in similar photos with my 28-135, I found the wave patterns.

Looks like an optics experiment illustrating the wave nature of light. Probably, some irregularity with your lens
