These are 'Park Attendants' and are returning to 'shore' from a little island in the middle of the lake. The next photo shows one of them clipping the tall grass on the island.
Very nice reflection and I guess it is kind of funny that they're all wearing those bright safety vests in, what looks to me, a local pond. What do you think they are really doing? Penny Street
