everything above this level, that is the whole of the upper structure rotates so that sails are kept into the wind. That function is performed by the tail gear, missing on this one, but would have been similar to Woodbridge tower mill http://www.pbase.com/crisscross/image/71881900 where only the very top revolves horizontally
