I cut and chopped this and that and put it together. I made the balloon and put a radial gradient on it and then put a radial blur on top of that. Then I flattened and duplicated the whole thing making the duplicated layer "multiply" on which I used a large soft eraser brush to the center making it brighter while leaving the outer edge darker. I decided to call it finished.
