I was awake and jotted down in the margin of my paper "6/28 1:10 a. earthquake?" and forgot about it until I heard the reports this morning.

The American Heritage College dictionary:
sov-er-eign-ty: (3.) Complete independence and self-government.

That sounds pretty straightforward, but I'm guessing that the administration is using a 'classified' dictionary that the public isn't allowed to see, because I don't think the definitions are going to match up.
