The dual pane aluminum windows installed in 1985 are plain glass, not Low E Coating. The window on the left seal has fail resulting in cloudiness between the panes.
Rossmoor approved replacement with Andersen 100 series windows with SmartSun glass. My contractor recommended them over Milgaard Fiberglass...which I had put in my old condo.

Don't skimp on your windows and make sure they have a good warranty. When we had our house built we were at a point where we had to cut corners and went with Weathershield, which our builder recommended. We have MANY windows where the seal has broken and to replace them would cost thousands of dollars. GORGEOUS VIEW!!!!
