I also took the left side entirely vertical, but I lost much of the "wholeness," of the last light that I wanted to keep it intact and also not move her any further left within the frame.

Yes you did and good job. I would have (actually I did) pulled it even a touch more to bring the left side fully vertical but this is such a improvement that why split hairs! Paul

Two Things:

Paul: I did have to use PS Edit Transform Skew to straighten up the trees and light poles on the right side....this is not level ground, it falls away towards Wilshire Blvd, but I kind of see what you mean....Hummm

Jim: I have photographed City Lights so often and so perfectly, I kind of like the whites being as bright as they are with a certain star burst effect....I could use the slider in RAW to try to control this a little...I actually used DPP to underexpose the shot .33 of a stop, not much...but there. Double humm...lol

By dimming, I meant bring them down where they are not (so) blown out. They will still be the brightest objects in the photo.

I don’t know about dimming the lights since that’s how it appears when looking at it at night, a consistent even glow of light. I would try to straighten the wide angle distortion on the left side. PA

She stood there for the full six seconds of this shot...as unmoving as the City Lights themselves...this seemed, interesting to me. Traveller

Very fine idea. I might have preferred a HDR type shot -- but probably impossible given the moving people. Would have taken some blending in PS. I lose the people with the bright overhead lights.
