I did use a high pass sharpen and shadow/highlight tweaks for this one. I agree it might need some burning near the middle of the frame.

Fabulous detail on the city scape and the conversion to sepia highlights the softness on top and bottom from the angular hard surfaces. I might adjust the highlights slightly using the shadow/highlight tool. Bringing the highlights down (10%) restores details to the clouds in the center frame. This is very nicely done.
