The Vogue directions are a little confusing for the body of the shawl. They aren't really written as rows. Instead you have to follow the chart that comes with the pattern and make the closed and open boxes where it indicates.
For Row 1, follow the directions that say "First box of each row (including row 1)" , then turn.
You'll see on the chart that row 2 is made of 2 closed boxes, but every row begins the same (closed box), so you would make that first box, then a closed box, as below:
For Row 2, follow the directions that say "First box of each row (including row 1)" , then the directions for "Closed box" . turn.
That will give you a row with two closed boxes. Keep going like that. Always start with the "First box of each row" directions, then follow either the "Closed box" or "Open box" directions, depending on which kind of box is shown on the chart.

I'm not understanding the pattern after row 1. Is there any way you could explain rows 2 and 3 to me so I can understand them?
