I'm going to assume that these people are roommates - they don't seem to be 6 ft apart.
In the distance you can see the saw horses set up because the popular path called "The Strand" is there and it is difficult to maintain social distancing on it. People were flocking to this area and not staying far enough apart so they had to close everything.
On this Plaza, there are multiple bars and restaurants, most with outdoor seating which you can see on the left. There is a mixture of shops in between.
