Interesting, my -guess- on the strips is that light is cycling at 60 cycles per sec (or is 50 Hz in Israel?). No EXIF so we can't tell what the exposure was. But the light is turning on and off at that rate maybe. But I'm not sure if that's true with sodium lamps.
I agree with Terri - it's an interesting shot. I never would have guessed it was snow. I wonder what caused the horizontal streaks to have the vertical stripes in them?
