Recipe:

Used PSE6 with ACR.

a. Two passes with RAW conversion: 1 for the dog, one for the clouds. Color balance, sharpening the same, just adjusted brightness and let contrast fall where it may.

b. Dog and grass top layer. Masked/erased away the clouds. Added about 30% warming photo filter. Used a gradient fill to feather mask the grass.

c. Clouds in background layer.

d. Cropped and Flattened image.

e. Adjustment layer for levels, 0.85. Masked out grass, dog's face, and some fur around the legs. Flattened image.

f. USM, 100%, 1.4 px, threshold 1.

g. Camera distortion correction to add vignetting.
