Here are the revisions I made in CS2:
1. Made a selection across the middle, above the trees to below the clouds and deleted that section.
2. Selected the remaining top part and cut it out (Ctrl-X)
3. Pasted the top part back into the picture to be on a new layer.
4. Slid the top section down to just cover the tops of the trees.
5. Used a gradiant for the layer mask to better blend the two sections. This is when the extra highlight on the hills unexpectedly appeared.
6. Touched up the mask to reveal the tops of the trees.
7. Applied a curves by anchoring the middle point and dragging the extreme highlight point to the left to increase contrast.
8. Cropped the picture to remove the blank white space at the top.
