I think this works fine with out the polarizer. Besides it wouldn't have worked for this shot anyway. Well it would have allowed you to see thru the water but that would have eliminated the nice reflection you have of the sky in the forground. But wouldn't have helped much on the sky cause from the indication of the angle of the shadows you are pointing too close to the sun and the polarizer works best at right angles to the reflective light source. So I think reflections make this shot (the water reflecting the sky) and the polarizer would have only worked to remove that strong point. Nice image.
