The closest spot to see coyote is probably the Olympic Mountain area in Washington State.
From Victoria, you'll need to hop on a ferry to Port Angeles. The ferry takes an hour and a half and customs takes about 45 minutes. During weekends in the heat of the summer the ferries get full so plan accordingly. The nice thing is that it's an extremely easy drive up the mountain to Hurricane Ridge where you have the best chance of photographing coyotes in their natural environment. We saw this coyote about 1 km from the ranger station early one August morning along the drive on hurricane ridge. The ranger came along to tell us that this particular coyote is roams a small area where people picnic so he can get scraps of food. I heard from several people that they saw coyote along the road up to hurricane ridge. The area is full of unbelievable wildlife.
