This bird is a cedar waxwing. According to my bird book, these waxwings are rarely seen in winter on the BC coast. Today they were all clustered together, but kept flying away whenever I got too close. Apparently, these birds gorge on fruit or berries and when the berries ferment, the waxwings will show signs of tipsiness, flying erratically and flopping around on the ground.
