The name of this figure atop the brewery is Duke Gambrinus, not King Falstaff. Gambrinus is affectionately known as the unofficial 'patron saint of brewing', though Jan Primus, the actual historic figure, was not a saint but rather, the Duke of Brabant.
Statues like these adorned many 19th century breweries in the US and Europe. This is the first example I've seen of a Gambrinus statue with a goat. The goat also has a long histoy of association with bock beer, in particular.
