Expo Pavilion is a good 3-star hotel in a gracious bungalow that looks 1930s but turns out to date from the late 1940s. It is also the airline's office so it is a convenient place to stay if flying to/from Jaffna. The airport bus will take you there, and you are well placed to be promptly informed if your flight is cancelled.
