Tulsa, like other large cities, has an expanding problem with illegal drugs, particularly “crack” cocaine. Nowhere is the problem worse than in the public housing projects on the city’s north side. Using a special government grant, the Tulsa Police Department set up a special foot patrol, freeing officers from regular duty and allocating a pair to each housing complex. The officer’s year-long assignment was to get to know their complex, then use that knowledge to chase the drug dealers out.
