The lead is helping a tiny bit to stop Tara from constantly terrorizing the older dogs.

The older Tara gets, the less Bella and Chile are appreciating her rough play.
Luckily, Tara learned early on to "more or less" leave tiny Bailey alone. However, when Tara was little, the other girls allowed Tara to rough house with them (without ever putting the puppy in its place). Now, we can't stop it.
