A leafhopper is the common name for any species from the family Cicadellidae. These minute insects, colloquially known as hoppers, are plant feeders that suck plant sap from grass, shrubs, or trees. Their hind legs are modified for jumping.
There are 25 sub families of leaf hoppers and approximately 2,000 varieties.

Luckily, this one (very tiny) seemed to be alone and didn't hang around.
I saw no damage to the small zinnia he was on.
I can't speak as to what he may have done to other plants on the deck.
This has not been a good Summer for us pest wise.
