Despite very clear police tape and barricades, people still feel that all this isn't meant to stop THEM.
This man boldly went past all barricades and had set himself to go fishing in the flood water that now is flowing down the streets of town. Local law enforcement have their hands very full with trying to protect people from themselves. The fisherman got a warning, but if he could get his line in the water from behind the barricades, he was allowed to still fish in the street. At this point, there were no "rules" to stop him. The next day, the barricades were moved farther back from the fast moving flood water. And fishing in flood water in town was no longer permitted. That still didn't stop people.
