This is Apsley House ,which when built was on the edge of town ,and coming in from the west was the first grand house you came to .Hence it was called "Number one London"Now a museum.The statue is a small edition of a gigantic one which stood atop the Wellington Arch and was a source of derision for years.More at http://www.aboutbritain.com/ApsleyHouse.htm
