But I won't have any more puppies,
because a Toronto judge ruled that breeding dogs
in Toronto is, effectively illegal.
Toronto bylaws say you can't have more than 3 'dogs' -
and the judge says 'puppies count in that total' -
so nobody in Toronto is legally allowed to have more than one puppy
if they have one mother and one father dog.

Does this seem fair?
This says ANYBODY who has a litter of more than one puppy in Toronto is breaking the law.
