No interpretation other than the obvious. Fixed income or zero income for the elderly can make such action a necessity in meeting basic needs. Powerful candid image; a bit sad though.

The scavenger -- easy to define and easy to identify. Yet, what story does it tell? None, none at all. Or was this a sudden rush to judgement, stereotyped by worn sneakers and a white beard on an elderly man. Is the photograph a deception?
