Most of the local residents affected by the flooding were farmers and they were relocated to a new town at the higher levels of the hills in Yi Chang. However, these people could no longer continue farming and had to adapt to more modern lives and establish new careers, which was a huge challenge to them. Those who did not want to live in the new town opted to move to areas downstream of the main dam not affected by the flooding so that they could continue farming.
