The 50 cents is the actual fine with $312 being the SA Governments administration fee.

A specific and steep penalty. Sure wish folks kept their dogs on leash in public spaces here. Maybe fines like that would encourage compliance.

That is sort of odd. I think the 50 cents lessens the impact of the fine.
