The glow is the result of Photoshop processing to recover shadows. This picture was taken at noon (see EXIF data) so the sky was very bright and the bottom of the picture, including church, was almost black in the original picture. Using a filter in Photoshop 7 to recover that part, the side effect was the "glow effect".
However, the new version Photoshop CS (8) has an embedded shadow recovery with more control to avoid that kind of effect.

I noticed that in this picture the cathedral tower seems to "glow" onto the blue sky in the background.
Do you have any idea why that is? I've never seen such an effect before.
