Inside 2000 Pennsylvania Avenue (The Panda Hospital)

Washington, DC

Instead of fur, "Booted" has a coat made up entirely of Washington,DC, parking tickets.
His name comes from the so-called Denver boot that the DC police use to immobilize cars
that have accumulated more than their fair share of parking tickets.
