If you didn't know any better, from the name you might even imagine this to be a location in Paris. Apparently the Patisserie Valerie chain is homegrown in London, however. The original store was launched in 1926 in Soho. At that time, it was probably a little bit more bohemian than it is today. Looking at its website, the vibe is very much upper-middle-class.
The giveaway is of course the presence of a sign saying Saint James Street on the side of the building in English. Actually, the patisserie is apparently on Piccadilly, based on its official address.
From the similarity of appearance and the age difference, I suspect that the young guy walking across the crossing has his arm around his mother. (And hers are around him as well, of course.)
