From the architecture and the "VR" markings common to government buildings of the time, I suspect that this was at one time the post office for the township. Once one of the principal buildings of a township, corporatisation has seen post office buildings sold off and the postal service re-established as either agencies within another business, or inside shopping malls.
If I recall correctly at one time this building contained a crafts shop, but it appears to be presently unoccupied.
