This is an image of a New Zealand soldier from World War I. For further information, see the caption on the shot of his Australian counterpart (from whom he can be distinguished by his wearing of a "lemon squeezer" hat rather than a slouch hat, amongst other things) in image 3189. The PBase link is here.

This sculpture, which was erected in 2008 and, like the Australian one, was created by Alan Somerville, stands on the southern side of the roadway at the western end of the ANZAC bridge.

One may assume that the statue stands as a monument to hard-fought-for freedoms, though the unveiling of the statue was an unfortunate counterpoint to that as *this article* makes rather pointedly clear.
