Note the "Carburator-Tables" the "Air-Horns" sit on top of. The plates that normally cover the carburator "Air-Horns" (not shown in this photo), are called "Rain-Shields". Carb Tables were used to minimize "turbulant-air" around the carburator, particularly, around the Air-Horns (and I can not say if that theory actually works or not).
