Image Adjustment >Desaturate History Brush Tool Rectangular Marquee Select>Transform Move curser outsite of selection and click and drag to rotate then hit enter (pc) Control-J to copy layer into its own seperate layer Add Layer>Stroke>Size:20>Position:Inside >Color:White then Drop Shadow >Opacity:90% >Angle:120 >Distance:20 >Size:20 and Enter(PC) Click on Background Layer to make it active & Adjust it In this one I used Filter >Blur >Radial Blur >Zoom Blur.
