Generally speaking it is not allowed, but I think that this particular was allowed, because the art university is near that. So that was probably their work.
Can it be more permanent then on facade? :P I would say that the message is: lies, people are brain washed, NASA faked moon landing (lower left corner) and so on in similar style :P
That inscription "PFC, South Family", means "partizan football club, supporters club "south family" and it is not original part of the graffiti. possibly added by idiots later :)

What is "The Message?" Is this allowed? I am thinking it is, because I see from the person and the car in the foreground just how large the artwork is and therefore, probably done in the daytime. Here you would be in BIG trouble if you are caught defacing public property. But I feel like the person(s) responsible are AMAZINGLY talented and may be better served using large murals as a canvas to create their more permanent "masterpieces."
