The international community sent a lot of humanitarian aid to the former Yugoslavia, an act a Bosnian surgeon described to me as "carrying sandwiches to the graveyard." One thing I learned covering this war was that aid organizations come in all sorts. The top of the heap is CARE, which is an amazing organization. The Red Cross, pictured, is honest and reliable but incredibly slow.
