Looks like it is an Anthomyia pluvialis. According to the identification keys, you can find in chapter 4 of the book "Fly and Disease" (B. Greenberg, 1971) that states the following phrase: "[...] 2. 3 black maculae behind the suture; 5-7mm: Anthomyia pluvialis (Linn.)."
